    Ataishan: transportation is an essential pillar of the new vision of the Kingdom
    Jabri: the development of  land transportation with its multi sector is an Important developmental  demand
     
            His Royal Highness Prince Saud bin Nayef bin Abdulaziz, prince of the Eastern Region stressed the keenness of King Salman bin Abdulaziz, in providing an integrated and  improved transportation sector includes all smart methods to cope with future requirements in line with the vision of 2030, so as to contribute to the enhancement of  the economic development and competitiveness at the local and international levels, and in the same time taking in consideration the human and environmental safety.
    This was in his speech at the opening of the land transportation forum and its role in the national economy on Wednesday, 06.18.2016 as it was stated that the continuity to make such forums that combine public and private sectors and concerned people under one roof,   will take up  the transportation sector in the eastern region to more progress and prosperity, based on scientific research and study.. explaining that the importance of this forum is that it came with the "starting the vision of our country, 2030, approved by the ministry council recently and which is based on all the strengths  points we have in all fields, including the transportation sector" .
    His Highness said: "Our aspirations for tomorrow are big, and I'm confident in God and then in the arms of the sons and daughters of this country that we achieve our aspirations towards the lead and move the kingdom to broader and bigger horizons, not only in the field of transportation, but also in all fields and sectors."
    His Highness  presented his thanks to Asharqia Chamber and all individuals that work and seek to the success of this forum .. hoping  that the results of its deeds  will be an additional value enhancing our transportation system, and our position as a distinctive logistics platform between the three continents, according to the guidance of the wise leadership and its continued support for the transportation sector, which will contribute in a better service best for the citizens.
    For his part, Chairman of Asharqia Chamber Abdulrahman bin Saleh  Al Ataishan said that   transportation sector is an essential pillar in the Kingdom Vision 2030, because of its positive impact on the various industrial, commercial and agricultural sectors and many other attractive sectors for local and foreign investment.
    He added that the progress of the transportation sector, is one of the standards that proofs the urban and economic development taking place in the  Kingdom, under the complementary relationship that combines the transportation sector and all other developmental sectors , no way to speculate achieving a balanced growth of any country without insuring its needs of transportation, which can only be achieved through the development of good planning for the transportation sector that is linked to other economic sectors.
    He pointed  that the past decades have witnessed a considerable improvement regarding infrastructure for the transportation sector, the creation of a modern network of transportation systems, both land, air or sea,  that is distinguished by  being effective and efficient, and linking the far parts of the regions of the Kingdom, the multi properties and features, particularly, the convergence of the amounts of its investments in the Kingdom of 120 billion riyals, and accommodates at least 560 thousand trucks to grow at a rate of 8.4% per year. . Nevertheless, the economic and social variables and aspirations for the future, pose renewed challenges, the transportation   sector to face and deal with them so as to ensure its continued  improvement and growth.
    He pointed that the room; they organize this forum for road  transportation and its role in the national economy, they recognize the importance of this sector, which contributes in promoting economic development by linking areas of production with areas of consumption and secure movement of people and the transportation  of raw materials and goods from production areas and it, as it It is considered a contributing factor in the exploitation of natural resources which are often have concentrated presence in distant areas.
    The chairman of the Land Transportation in Asharqia Chamber Bandar bin Rafea Al Jabri has introduced  an analysis of the reflections of the development of the land  transportation  sector on the national economy, being one of the vital sectors supporting all other sectors of the economy, the investment  and operational horizons  that are opened by the transportation sectorfor companies, institutions and individuals do not stop at a certain limit .
     He said that the transportation industry, is the main pillar that the development programs of the country rely on, because of its importance and the great role and its clear influence on all the economic, social and cultural fields;  since the progress of nations can be measured by the progress of transportation in. And in light of the economic aspirations, of the Kingdom vistion 2030, the development of land  transportation and its multi means has become an urgent necessity and a developmental requirement , considering what our Kingdom  has of a strategic location on the world map the Kingdom is of the countries that started early to develop land routes between the  distant regions  ,with ways lengths reached 64 thousand kilometers, transmitted through them more than 18 million tons per day to more than 560 thousand trucks, as well as traveling across nearly one million and 200 thousand students on board more than 24 thousand school bus, also the sector compasses more than 118 thousand Saudis working in it.
    Jabri pointed to the increase in the total contribution of the transport sector in the gross local product, according to official statistics, nearly the 6% in 2014, and the contribution of  land  transport alone to about 2%, and there are expectations with the start of the Kingdom Vision 2030 as contained in the aspirations of the major industrial and commercial and logistics services, that this percentage up to more than 10%.
    He said that improving the performance of the land transport sector in the Kingdom, according to Vision 2030, needs to work according to the strategy including fast reforms, start updating the regulations for road transport sector in the Ministry of Transportation, through the achievement of cooperation between the ministries of transport, trade and investment, to reduce the problem of commercial covering in the transport sector, and the ending by pouring  more of  development programs of smart systems .. He explained that this forum,  is a real opportunity for investors in the transportation sector and their partners from the relevant authorities to discuss everything related to land transportation sector and providing  a number of suggestions and recommendations, that we hope will be activated in coordination with all concerned authorities.

    the first meeting of the "Forum of  Land Transportation and its role in the national economy," which was organized by Asharqia Chamber
     on Monday Wednesday, May 18, 2016  reviewed aspects of the economic role of the transportation sector, as it has been four working papers dealt with each paper a certain amount of this role aside, with the participation of a number of government officials  interested in the  transportation sector.
    Participants discussed in this meeting, which entitle (the role of the  transportation sector in the economic activity) the developmental aspects of the transport sector taking place in general,  and land transportation In particular, the General Corporation for Ports chairman  Dr. Nabil bin Mohammed Al Amoudi opened the first session chaired by Abdullah bin Ali ALMAJDOUIE saying that the institution has been able over more than 40 years to build a network of ports covering all parts of the Kingdom effectively capable of handling about 10 million containers a year, including one of the  biggest  ports of the region (Jeddah Islamic  port  at a rate of 6 million approximately).
    Amoudi said that the  institution has adopted a pattern(private property port) in ports administration under which the institution  owns the infrastructure of the ports and the design and development, as the Foundation in coordination with the relevant parties(up to 14 entities) through the environmental system of the ports, and then transfer the business operation and development of the superstructure to the private sector, as the institution has also transferred some of the infrastructure to the private sector (as in the Red Sea gateway terminal in Jeddah Islamic Port) .. pointed that the operators of the local and international sector are operating  and developing the superstructure of the port, and the business operators are subjected for long term to contracts that include an agreement on the sharing of profits with the General institution of ports.
     Amoudi pointed to a number of challenges facing the ports, the first of the traditional regulatory framework that prevents the of ports from achieving the maximum commercial flexibility so that they can compete with the other region's ports, and the second is: a restricted freedom  in the  identification in order to meet the needs and requirements of the international sea industry and therefore  forming an attraction to more shipping lines to the ports of the Kingdom, and Third: the multiple entities and related government authorities ports with a number of 14 and complications resulted from the interactions that occur between them .. explaining  that these challenges have led to an annual loss in economic return equivalent to almost 5.6 billion riyals, pointing to several procedures working on by the  institution  in the meantime to meet these challenges and unleash the full potential of the ports sector, including improving the current model for decades, and the development of infrastructure and basic systems technology, increasing the level of transparency in the performance, and the separation of ownership of the assets of the ports.
    Public Transportation Authority:
    In the second paper that was titled (the vision of the public transportation authority for the development of the transportation sector) His Excellency the Chairman of the Committee, Dr. Abdulaziz bin Abdulrahman Al Ohali said that the purpose of the establishment of the Authority is to organize the transportation of passengers activity and cargo by salary within the Kingdom's cities and between them and other countries, and supervision of this activity and operation of its facilities and its equipment and the good administration, providing a service of good level and appropriate cost, and the organization of the investment in line with the economic and social development goals in the Kingdom, and taking into consideration the technical and environmental aspects and integration with air transportation systems.
    Ohali noted that the work on the continuous increase in the share of public transportation in day trips, and work to create financial stability for the operation of public transport services in addition to providing an attractive environment for private sector participation, and the integration of public transportation with air transportation, and coping the technical developments and operational and management in the transportation sector, depending on the electronic technology in the operation and observation and management, and the spread of community awareness of the importance of public  transportation and choosing a preferred alternative to the movement of  transportation and national capacity building in the field of public transportation .
    He pointed that the most prominent terms of reference and the committee observing the implementation of public transportation plans in the Kingdom, and to identify network and tracking  public transportation lines, tasks, and developing specifications and technical conditions and safety standards and the environment in cooperation with the concerned authorities and determining  the general administration methods of transportation facilities in coordination with the concerned authorities .
    Ohali said that the challenges faces  the sector are many including regulatory challenges that stand out through: the absence of policies and strategies integrated general plans that aim to develop and improve public transport in cities, and the lack of legislation in the municipal and traffic systems to activate public transport and improve its performance, and the multiplicity of the relevant government agencies to transportation General and differing interests and priorities, especially between the legislation and the views of implementers, and do not update affecting public transport systems to keep pace with developments ..mentioning  that among the solutions that have been taken in this regard is the national transportation strategy, and the government decisions in the public transportation support, along with the goals set for the public transportation Authority, and the decision of the Council of Ministers, which was provided in coordination between the inner municipal and rural affairs and transportation ministries in the field of public transportation and city planning, and the establishment of the Committee.
    Ohali pointed to the financial and economic challenges of the weakness of the financial benefits of the sector collective public  transportation for passengers and therefore the reluctance of the private sector to invest in, and low population density as a result of the expansion of Saudi cities, which increases the operating costs with low passenger revenue, and ease of ownership of private cars for families, individuals, and employment.
    And the solutions that have been taken in this regard by His Excellency the Chairman of the Transportation  Authority, the general government financing, non operating income, and partnerships with the private sector, and also the integration of urban and transportation planning , and encouraging population densities on public  transportation routes, in addition to make arrangements to encourage the use of public transportation and reduce the use of private car.
    But the social challenges Ohali,brifed them  in society's perception of the use of public  transportation buses and being restricted to employment and the like, and the privacy of women in Saudi society, the desire for ownership and independence. And the solutions that have been taken in this regard: the adoption of specifications and high quality transportation  systems, vehicles for families in Riyadh metro project, and awareness raising and education programs with the participation of community.
    And about the investment in the public transportation sector opportunities Ohali said that there are many  aspects of investment, including the construction of public transportation networks, business, contracts for the supply of vehicles and equipments, contracts for operation, and maintenance services and public  transportation facilities (buses, trains and stations, parking, etc.), development and real estate investment (possibility investment in public transportation, or the surrounding areas stations facilities), a mutual venture with the government in the construction and operation, development and investment real estate (the possibility of investing in public transportation, or the surrounding areas stations facilities), financial and investment banking, consulting services (engineering - administrative - economic - Marketing programs), support services (nutrition contracts, housing, hygiene, guarding ), and information Technology (applications –operation- equipment - maintenance), and advertising (for facilities, vehicles and copies like cards), spare parts and after sales services, and refueling oils, hiring and training services, and manufacturing jobs and increase local content.
    Railway:
    Under the title (strategies and transportation challenges during the next twenty years) His Excellency the Head of the General Organization of Railways, Dr. Rumaih Rumaih spoke and said: "Since the beginning of the establishment of the Kingdom to facilitate the connection was between the Kingdom wide parts priorities  of the founder king of the late, King Abdulaziz bin Abdulrahman Al Saud , whether it's the introduction of wired means or wireless or lightning services, mail, phone or roads or create railways, airlines and ports .. stressing the vital and important transport role in the economic progress and prosperity of urban any State on this basis, the Ministry of transportation has prepared a strategy national transport in collaboration with several ministries and departments concerned and a team of specialized experts.
    Thus Rumaih said that this strategy is working to encourage and enhance economic development and competitiveness of the Kingdom at the regional and international level, adding that this strategy several objectives, including efficiency and effectiveness to ensure the continuous development of technically and economically and financially for the transport sector, and support social development by supporting and promoting economic growth in the Kingdom and competitiveness on the local, regional and global levels and facilitate the access transport services to citizens and residents .. and transportation safety through the application of measures designed to increase safety and reducing deaths and injuries and reduce injuries from accidents and reduce the amount of the economic and social losses caused by accidents .. and protecting the environment by reducing  the negative impacts of transportation on the environment take the necessary measures to mitigate and avoid the effects of actions in addition to increasing environmental awareness in the community .. in addition to achieving national security through the provision of transportation system capable of meeting the needs of the move for reasons of defense and national security and responding  to natural and man made disasters , and transportation pilgrimage by finding a consistent network of multi transportation to meet the unique and special needs of the pilgrims in a safe and effective way.
    And about the vision of transportatoin by the railway lines Romaih said that it by finding an improved railways network in the Kingdom, internationally linked, presented by national excellent services, with a high efficiency, according to economic basis that achieve the benefits of rail transportatoin  for the national economy .. He explained that it is seeking to offer a distinctive with  a high quality service in the work environment that encourages giving and achieve aspirations and to highlight the advantages of rail lines and spreading them across the Kingdom.
     And  about the economic contribution of the  Railways transportatoin  Rumaih said that they contribute to the improvement of passengers transportatoin  services and elevating the level of competition through a secure and convenient alternative, and provide logistic support in the transportatoin  and movement of goods across different cities of the Kingdom, and diversify sources of income through the employment  of areas and ports of the Kingdom strategically from the Red Sea to the Arabian Gulf , improving business and social movement and the creation of job opportunities as possible to the beneficiaries of the services provided to reduce traffic congestion and the risk of potential accidents compared to other means.
    He mentioned that  transportatoin  across the railway lines is facing several challenges, including environmental challenges and problems, such as the accumulation of sand and camels, as well as other challenges such as the provision of specialized manpower, and limited integration with other transportation means.
    Arasco Logistics:
    The last paper in the first session was presented  by Khalid bin Abdulaziz al Bakri (CEO of Arasco Logistic member of the Committee of Land Transportation in Asharqia Chamber) and titled (the reality and prospects of transportation) as he said that the transportation  is one of the most important supporting sectors in the progress and economic development under the complementary relationship between the sectors ,. He pointed to about 15 goals of the Kingdom  vision in 2030 related directly and indirectly transportation in, unlike the main goal, which is the Kingdom as the first place regionally.
    He pointed to the logistics indicator, which  150 countries rely on around the world, which depends on many factors, including the efficiency of customs clearance, arranging shipments, the quality of services in the harbors and ports, the arrival of shipments and other .. According to this indicator, Germany is still in first place since 2007, while in the Arab world and the United Arab Emirates followed by the Kingdom, which ranked 41,the position
    has improved to less than 40, then jumped to 49
    Bakri said that the reality of  transportation in the Kingdom confirms as one of the  biggest Arab transportation sectors, among the features is that investments in the sector, around at 160 billion riyals, and licenses 4600 license, and 720,000 heavy vehicle transportation, transported 630 million tons of weight .. He explained that a sector of this size facing many internal and external challenges , come from ports procedures, traffic regulations, lack of services areas, and  the humbleness of  the efficiency of scales.. in addition to the non availability of integrated logistics cities, and lack of bank information about the sector.
     Bakri  presented a suggestion for a strategy to develop the sector, according to  2030 vision relies on raising the efficiency of the scales, the provision of services areas, classification of carriers, and the involvement of experts workers before making decisions in this sector, and improving ports and ports procedures, Al Bakri  urged to find more legislations and regulations, and integrated  logistics services .

    Shammari: Saudi Aramco contracts for the transfer is conditional to "Saudization drivers"
    Feda: 32 000 job opportunities offered by the educational transport in the Kingdom
    Awami: I urge to oblige national institutions to qualify and train drivers
     
    the second session of the road transport forum and its role in the national economy  headed by Khalid bin Abdullah Al Bawardi, reviewed the experiences of Saudi Aramco, and the company of improving educational transportation services, and  Saudi Company of electricity in the field of transportation and logistical support, highlighting the most prominent in this aspect of success features.
    Aramco Saudi:
    In the first paper reviewed ,the head of the local sales management and support logistics company Saudi Aramco, Khalid bin Salim Al Shammari has reviewd the company's achievements in the field of petroleum transportation of products, that aim to take it to an international standards considering the safety requirements and the preservation of the environment through the best international practices in land and sea transportation application through pipes that are Aramco ways.
    Shammari spoke  in the second session of the land transportation forum and its role in the national economy about the role of Saudi Aramco, in supporting the local transportation sector  as he noted that the company has signed 72 contracts for the transfer of petroleum products, amid  new procedures and requirements for safety, as it always is seeking, through its contracts to provide opportunities for Saudi drivers.
    Al Shammari said that the company in the framework of its program for switching to aluminum in the transfer of petroleum products, was able to replace the current tanker manufacturer of iron to another one of aluminum, it is also working to fully implement the gradual transformation plan, noting that the program seeks to achieve several advantages, such as:  raising the level of safety in the transfer of petroleum products, maintain product quality, reducing operational costs for the carrier, and the resettlement of  aluminum industry, reducing the number of trucks on the roads, Saudi Aramco stations, and increasing operational efficiency, and improving the overall appearance of the transfer of oil in the kingdom.
    About the future plans of the company in the transportation sector , Shammari  noted that Aramco is working on the application of  new initiatives allocated for transportation in line with  the international practices, the implementation and followint up of  initiatives and existing programs in accordance with the set plans, and continued partnership with the government and private sectors to raise the level of the transportation sector in the Kingdom.
    And regarding  the the measures taken to improve the performance of some of the transport sector, Al Shammari said that the company follows several measures in this field, including: partnerships with telecommunications service providers to automate control trucks and dealing and communicating with petroleum tanks and knowing the behavior of the driver and the vehicle system, also designed a program to examine the drivers that depends on the connection with health affairs centers in the Kingdom for investigation of narcotics and psychotropic substances, and making surprising check ups, in addition to embrace a total certified medical report when issuing  the driver's card.
    Regarding the rehabilitation of drivers program Al Shammari said that Saudi Aramco is interested in the appropriate rehabilitation of drivers and advanced education through a partnership with the National Institute for Industrial Training in Al Ahsa (NITI), which subjects them to the practical and theoretical training program for 5 days, dealing withthe operation and transfer of petroleum products, and examination of the tanks, and driving in various emergency circumstances, and passing a practical test.
    The development company:
    For his part, the Associate Business Development Company of developint the services of education transportation, Abdulaziz bin Mohammad Al Feda, expected that the educational  transportation, according to the future indicators would contribute in the development of about 32 thousand new jobs for the citizens, stressing that it now provides about 28 thousand  sustainable jobs for Saudis between the drivers and supervisors and observers
     Feda  explained that after studying many international experiences in the field of educational  transportation, it is concluded that the integration and efficiency of the application between the various authorities responsible of the arrangement of services to achieve desired efficacy in raising the level of service provided and works on the sustaining development of the sector.
    Feda said that the development of the company contributs  to the development of electronic services in order to raise and develop the level and quality of service provided, as part of the quest to make use of modern technologies and to facilitate and ensure the quality of work, pointing that the integration has been implemented with the "Noor" ministerial system, where the possibility of applying for the service and evaluate and following up the contractor's performance, and other features, also  the launch of an electronic  application on smart devices, which makes it easier to make notes and follow the news and events and provide communication with the company's channels, pointing that the company imposed the school transportation  service owners to make a unified identity buses with technical requirements and high level of safety which represents a step in raising the level of service provided by buses.
    Saudi Electricity:
    For his part, Chairman of the Transportation sector in Saudi Electricity company , Engineer, Fathi bin Ali al Awami, said the Saudi Electricity Company's experience in the  transportation  sector, saying the company has established  a unique sector  allocated to the task of transportation, which is providing a fleet of cars and specialist equipments required for the implementation of all  of The company's business.
    Al Awami, if the strategy works out transportation sector in the electricity company, started from the need to match the fleet specifications with the concerned authorities to transport instructions, work well and according to the standards of the Saudi Committee for Standardization and Metrology, and applying the highest safe driving standards and operational safety, as well as providing the latest regulations specialized mechanism in this area, as well as the application of scientific methods in the management and operation down to the ideal utilization of the fleet.
    He continued, that the sector since its launch is using a modern technology to help  the accuracy of following up and operation of the fleet, such as the regular vehicles and trucks tracking, as it applies the idea of transferring of "revolving materials," which reduces the operational costs, as well as itscoordination with Saudi Aramco to ensure conformity with the  of fuel trucks and their drivers to the  safety instrucctions.
    Awami noted to the need to take into concern the growing land transport market requirements and planning needs in the short and medium term to cope with the overall progress the kingdom is looking forward in 2030, pointing to the importance of the expansion of the establishment of training centers  and qualification of drivers, calling for the importance of obligating private companies and national institutions to qualify and train their drivers. In conclusion spokesmen were honored with memorial shields.
